Jess Bell's wine program and Kevin Tang's Southern Vietnamese pop-up have landed together at 3215 Mission St in Mission-Bernal, in the former Outer Orbit space, on a cost-sharing arrangement that makes the economics explicit from the start.

Fat Cat opened April 9 at 3215 Mission St in Mission-Bernal, moving into the former Outer Orbit space — a Hawaiian gastropub and pinball arcade that Skillshot LLC had run at that address since August 2016 before closing in February 2025. The Mantis kitchen, run by chef Kevin Tang, followed in mid-May after Tang returned from a month in Vietnam. The room's two-part launch is reflected in its registrations: The Mantis filed with the City on March 16, 2026, under the entity With Claws LLC; Fat Cat SF had already filed at the same address under Fat Cat Community and Larder.

The room runs on shared rent rather than a formal equity split. "Kevin and I decided, 'fuck it, we can share the rent. We can share the utilities,'" Jess Bell told Mission Local. Bell built Fat Cat into a wine program explicitly organized around underrepresented producers — female, queer, and BIPOC winemakers — with bottles drawn from Georgia, Eastern Europe, and Indigenous American vineyards. The kitchen belongs to Kevin Tang, whose Claws of Mantis pop-up launched in 2020 with co-founders who came out of the kitchens at Mister Jiu's and Nari; the food side runs Friday through Monday, dinner only.

The space kept Outer Orbit's pale-pink paint and its triangular neon sign — a practical inheritance from a room that already had personality — and added an indoor catio for daytime wine-and-cheese service. Bell has described the aesthetic to the Standard as "insane grandma-core, campy queerness, and Vietnamese culture"; the lesbian-owned room doesn't signal otherwise. Tang's confirmed dishes include fried branzino with mango salad and oysters with charred Vietnamese pepper; as he told the Standard, the menu runs toward what he'd eat on a day off.

The corridor matters. Wine-bar culture on Mission has clustered around Valencia and the lower stretch; 3215 Mission — south of 30th, verging into Bernal — is a bet that it carries. Outer Orbit gave the block a destination for nearly nine years. Bell and Tang are making a different one, on shared rent.
