Adding the Chinatown After Dark element means you're likely looking at a broader food lineup and later programming than the standalone version ran. Night markets in this format tend to peak around 8–9pm when the crowds thin slightly and the vendor lines are actually manageable.
Nearest BART is Montgomery or Powell depending on the exact block; both are a reasonable walk into SOMA. Street parking on weekend nights in SOMA is hit or miss — if you're driving, the Fifth and Mission garage is your best option. All ages unless a specific stage area is 21+, which will be posted at entry.
With two hours, skip the first hour of the market when lines are longest. Come in around 7:30pm, walk the full vendor stretch before buying anything, then double back to whatever had the shortest line and the most interesting smell.
