On July 22, two capital-improvement eviction notices were filed at a single address on the 400 block of Parker Avenue in Lone Mountain/USF — the first time that ground has appeared at the address in a public record going back to 2005, where every earlier filing was an owner move-in.
On the 400 block of Parker Avenue, up the slope from the University of San Francisco, two eviction notices were filed on the same day this month against tenants in the same building — and both cite the same, comparatively rare ground: capital improvement.
The filings, recorded July 22 by the San Francisco Superior Court's housing division, carry back-to-back case numbers, M261440 and M261441, according to the city's eviction dataset. Both are logged in Lone Mountain/USF, zip 94118, in Supervisor District 1. Neither cites non-payment, breach, or owner move-in. Both are marked capital improvement — the just-cause category a landlord uses to clear a unit temporarily for major permitted construction, the kind of work that can't be done around a tenant in place.
What makes the pair worth noting isn't just that there are two. It's that capital improvement has never appeared at this address before, at least not in the public record. The dataset logs eviction notices at the 400 block of Parker going back to 2005 — six earlier filings across 2005, 2017, and 2019. Four were owner move-ins. None cited capital improvement. The ground that arrived on July 22 is new to this building.
The address in the record is masked to the block, so the exact building can't be matched to a construction permit — the city anonymizes eviction addresses to the hundred-block. But the street around it is not quiet. Recent Department of Building Inspection records for Parker Avenue include a $63,000 alterations permit at 435 Parker Av, issued in April (permit 202604149376), and a $1,000,000 additions-and-alterations filing at 131 Parker Av that entered triage in June (permit 202606042595). Whether either touches the evicted units is unknowable from the data; the point is that this is a block where six-figure renovation is in motion.
Zoom out to the neighborhood and the two Parker filings are most of the recent activity. Lone Mountain/USF has logged five eviction notices in the last 90 days, and these two account for a pair of them. The area generated 195 requests to the city's 311 line in the last seven days — a moderate hum, not a neighborhood in crisis.
For a tenant under a capital-improvement notice, the ordinance provides a right to return once the work is finished. Whether the two households on Parker come back — and what the building looks like when the scaffolding comes down — is the part the dataset doesn't record. Someone walking the block tomorrow would see, for now, an ordinary residential street. The change is on file, not yet on the facade.
