A Reddit user's claim of a Huawei Aito M5 EV on I-880 with a manufacturer plate is not supported by public regulatory filings from California DMV, CARB, or federal agencies, raising questions about oversight of unconfirmed vehicle testing.

A recent Reddit report of a Huawei Aito M5 electric vehicle spotted on Interstate 880 in the Bay Area, bearing a manufacturer's plate, has not been corroborated by public records from California's key regulatory bodies. Despite the citizen journalist's claim on July 7, 2026, the California Department of Motor Vehicles (DMV) and Air Resources Board (CARB), as well as federal agencies, show no public documentation supporting the presence or authorized testing of such a vehicle.

CARB, which mandates Executive Orders for all vehicles sold or produced in California, has not certified any vehicles from Seres Group (the legal owner of the Aito brand) or Huawei through model year 2026. Similarly, the California DMV's public databases for Autonomous Vehicle Testing and Deployment Permits, Temporary Operating Permits, or manufacturer special plates do not list Huawei or Seres. Federal agencies like U.S. Customs and Border Protection (CBP) and the Federal Communications Commission (FCC) also lack public filings for temporary import or telematics certification for the Aito M5.

While California Vehicle Code §11715(a) does allow manufacturers to operate unregistered vehicles with special plates for testing, and a narrow Bureau of Industry and Security (BIS) authorization permits temporary import of connected vehicles for testing, there is no public indication that Huawei or its automotive partner Seres has availed themselves of these provisions. The observed discrepancy between the public sighting and the complete absence of official records highlights the challenges in tracking potential foreign vehicle operations in the U.S., particularly from companies facing geopolitical scrutiny like Huawei. The lack of public transparency from these agencies, specifically CBP and DMV, where some relevant data remains non-public, means a definitive disproval is also absent.
