The body recovered from the San Francisco Bay near Treasure Island on Thursday has been identified as Tondra Miller, 58, a passenger from the Volare, the cabin cruiser that capsized near Alcatraz earlier this week.
The discovery marks a significant development in the ongoing search and recovery efforts following the tragic capsizing of the Volare on Tuesday, which left one person dead and three others initially unaccounted for. While the U.S. Coast Guard had suspended its active search, the San Francisco Police Department (SFPD) Marine Unit continued operations, leading to this recovery.
On Thursday, July 16, at approximately 1:02 p.m., the San Francisco Police Department (SFPD) Marine Unit 3 located and recovered a body from the waters west of Treasure Island. The recovery was made during sonar scanning operations as part of the search for the sunken cabin cruiser Volare, which capsized two days prior.
The individual was later identified by the San Francisco Office of the Chief Medical Examiner as Tondra Miller, also known as Tondra Madruga, 58, of Sacramento County. Miller was one of the 20 people aboard the 49-foot Volare when it overturned approximately 600 feet west of Alcatraz on July 14. Sixteen individuals were rescued immediately following the incident, and one person was pronounced deceased at the scene.
The U.S. Coast Guard had suspended its active search for the three remaining missing individuals from the Volare at approximately 8:30 p.m. on July 15, citing a high likelihood that the missing passengers were trapped within the sunken vessel. However, the SFPD Marine Unit continued its efforts, utilizing sonar to locate the vessel, which is estimated to be at a depth of 120 feet on a rocky seabed.
Initially, San Francisco Fire Department Lieutenant Mariano Elias cautioned against prematurely linking the recovered body to the Volare incident, stating at the time, "At this point, we cannot confirm that that particular person is in any way, shape or form related to the boat accident that happened." However, the subsequent identification by the Medical Examiner's Office confirmed the connection.
According to the SFPD, "Officers recovered the body from the water and later declared the individual deceased on scene." The department has been coordinating closely with the U.S. Coast Guard and other partners, including the Alameda County Volunteer Dive Team, in the search and recovery mission.
SFPD spokesperson released a statement indicating, "SFPD's Marine Unit, along with the SF Fire Department, U.S. Coast Guard and local mariners, assisted in rescuing 16 individuals from the water." The focus now shifts to the complex task of recovering the Volare itself and searching for the two remaining missing individuals.
